Certificate of Origin
A trade document certifying the country where goods were manufactured or produced, required by customs authorities for tariff determination and preferential trade agreement eligibility.
A certificate of origin (CO or COO) is an official document that certifies the country in which goods were manufactured, processed, or produced. It is required by customs authorities in the importing country to determine applicable tariff rates, enforce trade agreements, and verify eligibility for preferential duty treatment under free trade agreements (FTAs) such as USMCA, EU trade agreements, or RCEP. There are two main types: non-preferential certificates of origin (stating the country of origin without claiming preferential treatment) and preferential certificates of origin (used to claim reduced or zero tariff rates under a specific trade agreement).
For freight forwarders, certificates of origin represent both a compliance requirement and an operational burden. Each certificate must contain accurate product descriptions, HS codes, shipper and consignee details, and declarations of origin that align with the specific trade agreement being invoked.
